Review: One of my biggest disappointments with CIVIL WAR II is this: the first CIVIL WAR with its focus on the Super-Human Registration Act, mirrored the real world's Patriot Act, raising the real world question of “How much liberty should we trade for security?” On the other hand, Civil War II raises the question “If we could predict crimes, should we prevent them or not?” which the reader will realize is an imaginary issue. We will never have to deal with this dilemma which was already addressed in the movie MINORITY REPORT by ignoring it in favor of being an entertaining sci-fi/action film. Thus the new Civil War lacks all gravitas full of manufactured drama. But it looks like some of the writers have recognized this problem and are addressing it: herein, Nick Spencer relates it to the problem of law enforcement profiling certain people, singling them out for investigation which often becomes harassment. This issue was released on July 6, 2016; in that week, two police shooting of black men were followed by the sniper killings of five police officers in Dallas, Texas. The issues raised by this comic are very real and very immediate. We just have to wait and see what Nick Spencer has in mind for this matter that is bigger than can be addressed in a comic book. Otherwise, the issue is rather good, with the intensity of the Americops softened by the interplay between Joaquin and Dennis. And the climactic return of USAgent, another dubious hero whose justice tends to be more violent than necessary indicates that the situation is about to get completely out of hand.

Captain America: Sam Wilson #11 Synopsis by Peter Silvestro

Captain America Sam Wilson is worried about the Americops, the new private police force that has the black community in an uproar. Sam has his team (Misty Knight, Dennis “D-Man” Dunphy, and the new Falcon Joaquin Torres) researching the issue. They are exploring the backgrounds of Americops head Paul Keane, Senator Tom Herald who has passed a bill requiring federal law enforcement agencies to share resources with the Americops, and talk show host Harry Hauser who promotes the 'Cops on his popular show. What they really need is filmed evidence of the 'Cops breaking the law while enforcing it in the inner cities. This only brings to mind the other problem he is facing...

In the dispute over the use of the Inhuman Ulysses to predict the future and prevent trouble, both Iron Man (Tony Stark) and Captain Marvel (Carol Danvers) are trying to recruit him for their side. Carol says they have a duty to be proactive in fighting evil while Tony says that Ulysses' predictions are based on a number of uncertain factors which, in Sam's view, amount to profiling—regarding people as more likely to commit crimes based on their race or other factors. Sam tells Carol he agrees with Tony—but is offended by Tony's offer to fund the Captain America Hotline which looks like attempted bribery. So Sam uploads a video to the Internet announcing that he is opposed to profiling the future. Then trouble strikes....

On television, a team of Americops arresting some youths for loitering in an inner city are confronted by a group of neighbors led by the ex-Avenger Rage. They demand that these violent responses to non-violent crimes stop now. Rage rips the badge of one of the 'Cops and they fall on him with their weapons; Rage fights them off. Watching at home, Sam suits up and leads Falcon and Redwing to stop the incident which is already spiraling out of control....

Epilogue: In the Middle East, a terrorist cell is cleaned out by a group of American soldiers led by a violent and angry USAgent....
