Captain America: Sam Wilson #13 Review by (October 1, 2016)
Comments: A Civil War II tie-in.

Review: There's an old saying in the newspaper world: “Everyone is mad at us so we must be doing something right.” To which the answer is, “No, you could be doing everything wrong....” I just put that out there as Sam Cap is being hit from both sides of the controversy, punctuating an issue-long fight scene with speechifyin'. Nick Spencer continues to flirt with current events; let's hope he's building up to an intelligent point.




 

Synopsis / Summary / Plot

Captain America: Sam Wilson #13 Synopsis by Peter Silvestro

At the scene of the Americops riot, USAgent is battling Captain America (Sam Wilson) to take the shield from him. As they battle in the streets, right-wing radio host Harry Hauser denounces Sam Cap to his listening audience as not worthy of the shield. Sam suddenly pops his wings and flies the Agent into a tunnel where he has the advantage of seeing in the dark, thanks to his connection with owls and is there able to defeat his opponent. Sam tells USAgent that Steve Rogers supports him and he trusts Steve. The Agent gives him a cynical look and says “You never know as much as you think you do”....

Sam Cap goes back to where Rage was dumped on a tower and Rage denounces Cap as a sell-out, counseling patience and inaction for his people in a time of crisis. Sam heads to surgery where Dr. Claire Temple implants a Stark-made device in his head, one which will (as Tony explains) transmit the psychic info Sam receives from birds and convert it into still images and video, making Sam the router for the biggest surveillance in the world.

Sam records a message for the public—that his new ability will allow him to oversee the actions of the Americops and respond as needed. He signs off, USAgent's last words ringing in his head: “You never know as much as you think you do”....

A flashback explains that comment: earlier when Americops CEO Paul Keane, Harry Hauser, and Senator Tom Herald were trying to convince him to fight Sam Cap for the shield, Walker was not going along with them. Then Captain America Steve Rogers revealed himself and asked Walker to take on the job of defeating Sam Cap....
