After his recovery from a gunshot wound (inflicted in issue #6),
Robbie Baldwin, the former
Speedball, is transferred to the
Raft, a prison for superhuman offenders. Other inmates distract the guards so
Razor-Fist can seize Robbie through the bars as
Diamondhead overpowers the guards.
Justine Hammer uses a hidden bit of her
Crimson Cowl cloak to teleport out of her cell and open the adamantium doors. Several inmates make a break for it and the guards open fire, heedless of Robbie’s hostage status. To force him along, Razor Fist applies some pain to Robbie—whose new powers are thereby unleashed, clobbering all of the convicts. Guards find Robbie in his cell unharmed and wanting to sign the
Registration Act….

Norman Osborn is under restraint (a la
Hannibal Lecter) as he is questioned by
Detectives Dixon and Altieri about his shooting of the Ambassador from
Atlantis. He denies everything and refuses to divulge who helped him infiltrate the meeting. The detectives can also prove that he blew up the pet shop and the warehouse. But Norman, foaming at the mouth, reveals that something was implanted in him to keep him from talking. At this point
SHIELD agents arrive and take the protesting Norman away, leaving Dixon and Altieri with nothing but suspicions….
