Siege: Prologue #0 Review by (September 18, 2018)
This was a short digital issue which has been reprinted a couple of times.

This is obviously not the 1st time Loki and Norman Osborn have discussed this, in some unrecorded meeting(s). It doesn't go into any details about their plans, in Marvel universe terms because they already know what they're talking about, and in real world terms because Marvel didn't want to give away much about what would happen in Siege.

1 of Loki's ploys here is to goad Norman by suggesting he might not be up to it because his Green Goblin persona is acting up. Loki has been scheming to unhinge Osborn in various comics, including in the opening pages of Siege: Cabal where he pretends to be the Green Goblin mask talking to Norman.

Synopsis / Summary / Plot

Siege: Prologue #0 Synopsis by Rob Johnson
Norman Osborn is alone in a meeting room in Avengers Tower when Loki pops up beside him. (This is presumably just after a meeting of the Cabal because Norman says "I thought you'd left".) Loki says he could sense something was bothering him and Osborn admits to not understanding Asgard or why it's currently here on Earth (outside Broxton, Oklahoma). Loki tells him about the Nine Realms:-
Alfheim (home of the Light Elves)
Nidvallir (home of the Dwarves)
Jotunheim (home of the Frost Giants)
Svartalfheim (home of the Dark Elves)
Hel (realm of the dead)
Muspelheim (home of the Fire Demons)
Vanaheim (home of the Vanir)
Midgard (Earth)
Asgard (home of the Aesir)
Which doesn't really answer his questions.

Osborn doesn't know whether to believe him but Loki says he's the God of Mischief not the God of Lies. He uses mischief as a tool/weapon to achieve his ends, but in this case his ends and Norman's coincide. The city of Asgard doesn't belong on Earth, and human and Asgardians are a danger to each other. So Loki urges Osborn not to back out of their alliance to deal with the situation.
