Comments: Story concludes the SECRET EMPIRE mega-event and leads into MARVEL LEGACY #1. Additional art: Joe Bennett with Joe Pimentel, Scott Hanna & Rachelle Rosenberg. The issue contains an insert for upcoming Marvel Legacy comics imitating “old-style” ads.

Review: Well, this wasn't very comforting. Nothing has changed except that Good Cap is back and Bad Cap is in jail. A rather incisive and disturbing look at the hearts and minds of the American people, gladly approving fascist if it allows them to achieve their hopes and dreams. Talky issue has a stark and intense look as a background for the lesson in sociology. Brrr.

Synopsis / Summary / Plot

Secret Empire: Omega #1 Synopsis by Peter Silvestro
Steve Rogers, the newly returned Captain America visits his counterpart, the Supreme Hydra in prison. They engage in verbal sparring. Hydra Cap points out that he has not committed any crimes: everything he did was in accord with the law giving him emergency powers; he didn't create the situation, merely exploited it with the nation's consent. Hydra Cap still sees his secret empire as a restoration of the world that was, before the allies changed it all. And any problems now arising are the fault of Steve Cap and his allies. Hydra Cap mocks them for allowing criminals like the Red Skull to run free, instead of having the courage to eliminate the threats. So Hydra Cap asks why Steve Cap has come. Steve Cap explains that while rescuing a boy, the kid was afraid of him—so Steve is there to confront the man who destroyed all the trust and respect Cap had built up. Hydra Cap points out that the populace gladly followed him, suggesting that fascism is what they secretly desire, not Cap's ideals and methods. As Cap leaves, he realizes why he came: to remind himself that they won the battle but the war never ends....

While this main plot is going on, there are cutaways to follow other characters:

Hawkeye breaks down during Black Widow's funeral. Winter Soldier follows a trail south to a Latin American nation in time to witness the assassination of their dictator—and he recognizes Natasha's handiwork.

The US military invades New Tian, demolishing the buildings and threatening any mutant who would resist. Emma Frost and Beast review their short-lived homeland for the mutants. Hank thinks history will be kind to them; Emma knows she will not be treated so kindly.

The Punisher hunts down and executes fugitive Hydra agents to make up for his allegiance to the group. Meanwhile, Nick Fury is keeping an eye on him.
