Tony Stark brings Wanda and Pietro Maximoff to the United States as the new probationary members of the Avengers. At Avengers Mansion, they suit up as Scarlet Witch and Quicksilver for their first formal meeting with the team; the suspicious Pietro wonders if Thor and Captain America are avoiding them out of anti-mutant prejudice. Jarvis assures him that such prejudice does not exist within the Mansion walls….
Steve Rogers and Rick Jones arrive at the Mansion to see a flurry of activity by protesters opposed to the new mutant team members, with the media covering the controversy. Suiting up as Captain America, Steve leads Rick in through a secret entrance and to the conference room, where all the Avengers (minus Thor) are assembled. Iron Man leads Cap to another room where they can confer privately, joined by Wasp and Giant-Man. There, Iron Man reveals that he is leaving too and that he wants Cap to be the new team leader. Iron Man says that it is Cap’s spirit that holds the team together as well as his presence being the only guarantee of continued government security clearance. Cap is the one the public trusts; he still doesn’t know, though….
In the meeting room, Hawkeye tries to make flirtatious small talk with Scarlet Witch but finds Quicksilver hostile and defensive and Scarlet Witch cool and distant. They tell him the truth: they are seeking redemption after their association with the Brotherhood of Evil Mutants….
Cap, left alone, studies the Avengers Charter and determines that, in a world where nothing is sacred any more, the Avengers will be. Elsewhere, Giant-Man and Wasp take their leave of Iron Man, certain they will meet again. As they unmask, Hank and Janet are relieved to be free of one burden of responsibility but wonder if they made the right choice. Iron Man simply flies off into the sky, already in touch with Pepper Potts about Tony Stark’s next business deal….
Captain America formally introduces his new teammates on a TV newscast and all the journalists in the room are caught up in the spirit of optimism. Tony Stark, watching from his office, declares, "The dream lives on."
