The Hulk is wandering the countryside with thoughts of Jarella on his mind. Overhead an airplane passes, carrying the fragile cargo of a crystallized Betty Ross. Also aboard is Psychiatrist Leonard Samson, who has a plan to cure Betty with the aide of the Hulk.

They send Glenn Talbot to capture the Hulk and he uses a hand projector to flash an image of the crystallized Betty, causing the Hulk to calm down and revert to Bruce Banner. Leonard Samson takes Banner to General Thunderbolt Ross base and puts him through intensive testing. Samson then uses a machine to siphon off the Hulk’s gamma ray power and redirect it toward Betty’s body, curing Banner from the Hulk, and Betty from her crystal form!

Later that evening, Samson goes back into the lab and bombards himself with the remaining gamma radiation. This done, he does not turn into a mindless Hulk or a cruel abomination. Samson gains a physique nearly equal to the Hulk’s except for longer, and green hair. With his newfound strength and an old desire to be a superhero, he names himself Doc Samson

Doc Samson begins a relationship with Betty, causing Banner to be jealous. Under great pressure, Banner bombards himself with gamma radiation, and once again becomes the monster that walks like a man.

Hearing the news of the Hulk’s return, Doc Samson confronts him. The two gamma powered strongmen battle; Doc Samson feels the Hulk’s equal, but he received gamma power from the Hulk while he was resting, and the angrier the Hulk gets, the stronger he gets. So the Hulk, becoming stronger, ultimately defeats Samson.

But the Hulk is heart broken when Betty rushes to Samson’s side after the battle, leaving the Hulk all alone...
