Because of continuously failing in its mission to either capture or cure the Hulk, the US Congress cuts funds for Gamma Base. Such doesn’t stop General Glenn Talbot from wanting to hun (and kill) the Hulk.

Meanwhile, Bruce Banner arrives at Tel Aviv, Israel, aboard a ship. Tension turns him into Hulk and soldiers attack him. Hulk gets rid of them easily, as Sabra, an Israeli superheroine, shows up. She can’t stop the man monster either who knocks her out.

Eventually, Hulk turns into Bruce Banner and mixes with the people. He witnesses an Arabic kid, called Sahad, stealing food for need. He befriends him. The kid tells Banner how his people and the Israelis, instead of sharing the land, are in a constant war because of what “two very old books” say. Suddenly, terrorists throw a hand grenade. Unfortunately, the explosion kills the boy.

Angry, Banner turns into Hulk as Sabra shows up. She mistakenly believes that the explosion has something to do with Hulk, so she attacks him with paralyzing stings. Those quills siphon the Hulk’s strength. But when Hulk sees the inert body of Sahad again, he recovers his full strength and defeats Sabra.

Hulk takes the deceased boy to the mountains and buries him. Sabra follows the green giant. With tears of anger in his eyes, Hulk explains to her what happened and then leaps away. Sabra realizes how a “monster” woke the humanity in her, feeling awful for the innocent boy and the non-stopping conflict in her land.
