Steve Rogers is at the scene of the bombed Statue of Liberty, knowing that the government will be using all of its powers to track down Sin, the Red Skull’s daughter who was responsible for the terror attack. But Steve knows they don’t have the full story, how she was rejected by her father who wanted a son and was raised by Mother Night to be a warrior through suffering. The Skull, pleased with her progress, had her artificially aged and made her the head of the cult Sisters of Sin. After the Skull’s apparent death, she went back to the Sisters and Cap again tried to help her…
The bulk of the issue is a reprint of the stories from CAPTAIN AMERICA (1968) #355-357 wherein Cap is magically transformed into a teenager so he can investigate undercover the disappearances of several teens. He finds his way to a camp which is run by Mother Night and the Sisters of Sin as a training ground for urban terrorists and shuts the place down.

In an epilogue, Steve completes the resume of Sin’s career: how she was taken into a SHIELD program to reverse the Red Skull’s brainwashing, how her rescue by Crossbones revealed that her vicious nature was too deep to eradicate, how her face was gruesomely disfigured during the "Death of Captain America" adventure. He then calls Tony Stark to assemble the Avengers; she must be stopped at all costs….
