With the gods having returned to Asgard in Oklahoma, Loki is disgusted with the status quo and decides the city needs to be burned clean. After this he whispers into the mind of Norman Osborn that destroying Asgard will cement his place in history as a great leader. Loki then returns to Latveria to find the homeless spirits of his henchmen, killed by Balder in THOR GIANT-SIZE FINALE #1. They cannot go to Hel since Hela no longer has a place for them. Loki then traps them to lure the Disir to him. The Disir were the Valkyries of Bor the mighty; for the sin of cannibalism, they were cursed to wander the world able to feed only on the wandering spirits of gods. Since the spirits of gods would be in either Asgard or Hel, these women would wander for eternity, unable to feast. Now that Loki has provided a meal for them, the Disir appear and feast on the dead rogues. Loki would bind them to his service and when they object to slavery, they attack him but he defeats them and forces them into his thrall.
Loki then approaches Hela who without her Hel can only let the dead wander; Loki proves to her that the Disir are no myths and offers to find her a new abode. Loki goes to Mephisto and demonstrates the power of a single Disir against a mighty demon; he makes his proposal: deed a corner of Hell to Hela for 1001 years and Loki will grant him the services of the Disir for 101 days. Mephisto and Hela sign the agreement—and Loki signs as well, freeing him from being tied to either Asgard or Hel. And with that matter taken care of, Loki then moves ahead to create all the mayhem he can ….
