TV stations are broadcasting the Harpy flying over Manhattan carrying the unconscious Hulk! (She defeated him in the previous issue, TIH2-168). 

Watching the news, Thunderbolt Ross recognizes the flying monster-woman as his daughter Betty Ross

So the former head of Project Greenskin reaches the big apple in time to talk to her. And though the Harpy recognizes her father, she flies away holding to her prey. They send combat jets after the winged female green monster to bring her down. After destroying one of them with her Hellbolt blasts, a tornado traps the Harpy and Hulk, landing on top of the dark clouds high above NYC. When the mist clears up, an advanced city manifests to them! As the Hulk wakes up, a large orange-skin bicephalous android monster shows up, the Bi-Beast!

Harpy and Hulk attack him, but the Bi-Beast knocks her out, and Hulk turns into Bruce Banner. Fortunately for the scientist, the android needed Banner’s skills to fix some machines. They put him to work at once, and the villain locks the Harpy in a prison cell.

Sometime later, Banner convinces the Bi-Beast to release the Harpy. He lets her go heavily sedated. Banner secretly uses a gamma ray device to siphon the radiation out of Betty to cure her, but he fails, as she remains the Harpy... 

Meanwhile, MODOK has traced Banner’s and Betty’s gamma signatures to the cloud city, and warns the Bi-Beast about the dangers of letting Banner to work by himself. The two-headed monster grabs Banner, who turns into the Hulk and fights back!

As the two powerhouses trade blows, MODOK takes over the city. Out numbered, and mortally wounded, the Bi-Beast switches the city’s auto destruction mechanism off. 

As MODOK and his A.I.M. troops flee, the Harpy turns into her human self, Betty Ross! But the ground cracks under Banner and Betty, and they both fall to their doom!
