The story begins with the Hulk trapped by General Thunderbolt Ross. It seems as if the days of the rampaging Hulk are about to end. Ross is so sure that the ultra low temperature (under 250 C) is going to keep Hulk locked forever that he feels is the right time to talk to his daughter Betty Ross, still shocked by the death of her husband Glenn Talbot. She blames her father for it and general Ross can only stare and hear what she says in tears. When Ross comes out of Betty’s room, Captain Kirkman is waiting outside. At the beginning, Captain Kirkman doubts that the chamber may keep the Hulk but he backs up the General, apparently. Ross tells him to check the results on Glenn and Armbruster deaths. Kirkman is on his way to Sickbay when he mysteriously takes a shortcut to a hidden hatch going below the base. At the end of the tunnel, captain Kirkman reveals himself as Kirkov Petrova, a Russian spy who in that moment puts on a super suit and claims to be the Devastator.

Once again, General Ross faces his daughter. He tries to explain his decisions. He acted like a soldier. When they are about to embrace each other, an earthquake strikes the base. It’s the Devastator destroying everything in his path! Mighty shocks come from his gloves, empowered by a satellite under the command of a secret place behind the iron curtain. Huge amounts of energy are transmitted by the second to the suit of the villain.

Still locked in his chamber, the Hulk doesn’t know a thing about what is happening above his head. However, the effects of the attacks of the Devastator have cracked the chamber! General Ross encourages his men to fight back like they used to do with the Hulk, but this new threat is relentlessly tearing the base apart! When the end seems near, the Hulk gets free.

Confused, he propels himself to the surface and the Devastator immediately attacks him. Again and again, the shocks are over the Hulk. Stunned but determined, Hulk walks towards his enemy, resisting his rays, until, in a burst of anger, he reaches the Devastator and destroys his gloves. When the Hulk saw his foe become a puny human, he turned his back to him. Such hurts the Devastator’s pride and desperately tries to get more power from his suit. That causes an internal, mortal blast that turns the Devastator to ashes. Hulk staggers and collapses, turning into Banner.

Finally, when General Ross and Betty think everything is over, the results of the analysis from the corpses surprise them. The man that exploded was not the real Glenn Talbot!
