Philip Nelson Vogt returns to give us the story so far. He (with his Troubleshooters) was assigned by the NSA to monitor the Ultimates in their mission to solve cosmic problems. But Colonel Carol Danvers (Captain Marvel) dragged them into using the predictions of the Inhuman Ulysses to avert Earthly crimes, which has caused a Civil War within the superhuman community and a rift within the Ultimates themselves. Along the way Thanos escaped from a cell but was recaptured, and Anti-Man (Conner Sims) escaped as well and is still free. Then during a mass superhero battle Black Panther quit the team and an exploding spaceship (belong to the Guardians Of The Galaxy) wrecked their Triskelion HQ. Civil War II is now over but the Government's support for the team is in question. But who will take their place?

1st we follow Conner as he 'falls' through space, then the Superflow between realities, then the Neutral Zone around the multiverse, and finally the nothingness outside the Omniverse. He's aware of all the bad things he's done, and also still aware of the chains around Eternity. Who is the 'jailer'? Were the chains always there or did things change (in the creation of the new multiverse after Secret Wars)? But then Galactus The Lifegiver stops his 'fall' and his musing.

Colonel Danvers is waiting in the Whitehouse when  Henry Peter Gyrich brings her the news. Her Alpha Flight program will continue (to keep Canada and intergalactic allies happy) but the Ultimates were doomed when BP pulled his support. At this point the King Of Wakanda walks passed, and T'Challa and Carol exchange frosty greetings.

Later CM, Blue Marvel (Adam Brashear) and Spectrum (Monica Rambeau) survey the ruins of the Triskelion. They comment that all personnel had been evacuated before the battle, and comatose Thanos had been moved elsewhere. Monica has joined Adam as free-lance super-scientists, and they're currently off to investigate a semi-sentient nebula. Carol says she has someone else to see.

America Chavez had also disagreed with the use of Ulysses, and was significantly absent from Civil War II #5-8. She's at this moment enjoying some quality time with her girlfriend Lisa Halloran and ex-Young Avengers friend Kate Bishop (Hawkeye). Then Carol Danvers turns up to have a personal chat with her (even though she's in her Captain Marvel uniform).

Ms America uses 1 of her star-shaped portals to take Danvers and her to a parallel reality New York to see what *they* did with Ulysses' gift. She doesn't say what happened to U himself but the authorities (in this case Dr Doom) created mindless clones of his brain to continuously predict everything. Armed troops patrol the streets to 'disappear' anyone predicted to do anything 'bad'. At this point a load of Doombots turn up to arrest these predicted intruders. The 2 superheroines take out their frustrations on them. Chavez says their actions will give the Resistance an opportunity to rise up, and she'll come back later to help. They shake hands and make up and go home. Carol will go back to running Alpha Flight, and America will continue keeping the multiverse safe.

Back with Vogt he gets a call from the President about the future duties of his team. They are to continue monitoring the members of the Ultimates to make sure they don't regroup outside Government control. The Government have delegated public 'super-spy' work to Roberto Da Costa's Advanced Intelligence Mechanics (New Avengers (2015) #18 morphing into US Avengers #1). But they want Vogt's Troubleshooters to handle black ops. We finally see the 5-person team. We met Col Terry Jessup (reconnaissance) in #9 and 1st Lieutenant Kathy Ling (ranged combat) in #10. Now we see Lt Col Jim Tensen (strategy & tactics), Lt Col Dionne McQuaid (close-quarters combat) and Simon Rodstvow (demolition).

Now back with Galactus who's viewing the last scene and isn't happy about it. The Troubleshooters aren't enough to help him in the great fight that's coming. He turns to Conner and tells him he can't take away what he remembers, but he can give him cosmic absolution - and rebirth as the 1st Herald Of Life. And he sends him to regather the 5 Ultimates and bring them to him.

Ultimates #12 Review by (November 16, 2024)
This issue happens around the end of Civil War II #8.

In CWII#7 Ulysses found himself in the devastated Old Man Logan future and returned with a message that it was caused by the conflict between Captain Marvel and Iron Man. Meanwhile (the secretly Nazi/Hydra) Captain America and Spider-Man (Miles Morales) met at the Capitol building, hoping to disprove Ulysses' earlier vision that SM would kill Cap there. CM arrived to take SM into protective custody, but Tony Stark showed up in a special heavy duty armour to stop her.

In the bulk of CWII#8 they fought. The Inhumans relayed Ulysses' message that they must stop. All the heroes (including America Chavez, Blue Marvel and Spectrum of the Ultimates) tried to stop them, but CM smashed IM's armour. U showed visions of multiple futures and was taken away by Eternity to become a cosmic being. Tony Stark was left in a coma.

The beginning of this issue follows on from all that, but the last part of CWII#8 happens just after the bit here with CM at the Whitehouse. In the end of CWII#8 she gets to meet the President who (I think) offers her the chance to run for his job. She's doubtful but he tells her to think about it. And in the meantime he increased funding and status for Alpha Flight.

4 of the Ultimates jump straight to #1 of the next series called Ultimates². But Captain Marvel makes a stop on the way in the last 3rd of her #10 to resume control of Alpha Flight to the accompaniment of the adulation of the public.

Anti-Man also goes straight there but Galactus (plus the 'part' of Eternity in universe-616) appear in Silver Surfer (2016) #10 where SS and Dawn Greenwood fly 2 halves of the Big Bang to opposite ends of the universe (read it and see!).

Vogt and his Troubleshooters will continue into the new series as well.
It has become clear that they are variations of chars in 1986's New Universe.
The Troubleshooters were a group that worked with Spitfire, but only the name is the same.
Philip Nelson Vogt was Philip Nolan Voigt, an enemy of the DP7 group. Dionne McQuaid with the same name was an ally of theirs.
Jim Tensen was John Tensen (Justice) who had his own series, and they have the same design on their shirts.
Terry Jessup and Kathy Ling as Tyrone Jessup and Katherine Ling were part of Psi-Force. Simon Rodstvow as just Rodstvow was an enemy of theirs.
Some of the New Universe chars were reimagined in 2006's newuniversal.
