Tony Stark brings Wanda and Pietro Maximoff to the United States as the new probationary members of the Avengers. At Avengers Mansion, they suit up as Scarlet Witch and Quicksilver for their first formal meeting with the team; the suspicious Pietro wonders if Thor and Captain America are avoiding them out of anti-mutant prejudice. Jarvis assures him that such prejudice does not exist within the Mansion walls….

Steve Rogers and Rick Jones arrive at the Mansion to see a flurry of activity by protesters opposed to the new mutant team members, with the media covering the controversy. Suiting up as Captain America, Steve leads Rick in through a secret entrance and to the conference room, where all the Avengers (minus Thor) are assembled. Iron Man leads Cap to another room where they can confer privately, joined by Wasp and Giant-Man. There, Iron Man reveals that he is leaving too and that he wants Cap to be the new team leader. Iron Man says that it is Cap’s spirit that holds the team together as well as his presence being the only guarantee of continued government security clearance. Cap is the one the public trusts; he still doesn’t know, though….

In the meeting room, Hawkeye tries to make flirtatious small talk with Scarlet Witch but finds Quicksilver hostile and defensive and Scarlet Witch cool and distant. They tell him the truth: they are seeking redemption after their association with the Brotherhood of Evil Mutants….

Cap, left alone, studies the Avengers Charter and determines that, in a world where nothing is sacred any more, the Avengers will be. Elsewhere, Giant-Man and Wasp take their leave of Iron Man, certain they will meet again. As they unmask, Hank and Janet are relieved to be free of one burden of responsibility but wonder if they made the right choice. Iron Man simply flies off into the sky, already in touch with Pepper Potts about Tony Stark’s next business deal….

Captain America formally introduces his new teammates on a TV newscast and all the journalists in the room are caught up in the spirit of optimism. Tony Stark, watching from his office, declares, "The dream lives on."

Avengers: Earth's Mightiest Heroes #8 Review by (February 11, 2012)
Apart from a fleeting visit from each, and the ubiquitous Fantastic Four Annual #3, the Avengers won't see Iron Man and Thor again until they all gather together for Amazing Spider-Man Annual #3, and then for Av Annual #1 and Av#45. Then Cap too will quit in Av#47, and all 3 will be frequent guest stars, until they all resume full-time Avengership in Av#93 during the Kree-Skrull War. Giant-Man and Wasp won't stay away long, reappearing in Av#26 and hanging around until #75. Quicksilver and Scarlet Witch will take 2 periods off, but they'll be back before the Kree-Skrull War. Hawkeye will be the only constant member of the team (but not with a constant super-hero identity). Meanwhile Hercules and Black Panther will come and go, and Vision will come to stay. So by #100 the base team will be the 'kooky quartet' plus the other 2 of the big 3 originals and Vision. Of course it won't stay that way. (A close examination of the dates on Comments will reveal that that's about as far as I've got at this point in time in my ongoing chronological quest to put as many Avengers issues as the rules allow into the Cap/Iron Man/Thor libraries.)

This issue is a very faithful expansion of Av#16 from p13.4:- The arrival of Quicksilver and Scarlet Witch in New York. Captain America's return with Rick Jones, and his meeting with the expanded Avengers. The news that Iron Man is leaving as well as Giant-Man and Wasp (and Thor's gone already). The formal handover to Cap's 'kooky quartet'. There are scenes added, including a much-expanded handover from Iron Man to Cap, and the prickly 1st meeting between Hawkeye and the mutant siblings. It is stressed that Cap needs to stay to keep the government A-1 clearance. But apart from that the government control is conspicuous by its absence, personified by Agent Murch who's been taken off the job. Presumably government interference dwindles even more as time goes by, so there's no problem when Cap quits in Av#47. Of course it all comes back with Henry Gyrich in Av#165. I still don't think Iron Man's reasons for leaving make much sense.
