The NYPD attacks the Hulk outside the hospital with little success. All the Hulk wants is to befriend Betty Ross once again, so he picks up some flowers and takes the stairs up to her room. But she left amid of all that trouble, walking through the woods and into a rocket by A.I.M. which brings her to one of its hideouts where MODOK is waiting.

Meanwhile, taking advantage of an oversight by the police,
Jim Wilson hides the Hulk in the back of a pickup truck and brings him to his girlfriend's house,
Talia, who freaks out about the monster's presence.

Jim wanted to hide the Hulk in her basement, but she could not disagree more! As the two youngsters argue, the Hulk turns around and walks away.
Back in A.I.M.'s base, MODOK uses a gamma ray device on Betty. He theorized that her long exposure to Banner made her immune to the lethal effects of radiation, and using a stronger dose than what Banner originally received, she could turn into a monster more powerful than the Hulk!

As the smoke settles, we see MODOK was right! Betty is no more; in her place stands a large green half-woman, half-bird monster, getting the name of the Harpy!* (After the Greek mythology monster of similar features.)
MODOK plays the Harpy as a pawn, and she flies away to kill the one she hates the most, the Hulk!
Eventually, the Harpy attacks the Hulk in the streets of Jersey with blasts coming out of her hands called Hellbolts. It takes some time for the Hulk to take the upper hand and lock the Harpy to smash her to the ground. But he halts as the Harpy tells him she is Betty!

Hulk lowers his guard, and the Harpy blasts him at point-blank range on the chest, knocking him out!
Meanwhile, because of the Russian incident, the US President releases Thunderbolt Ross as head of Project Greenskin, and places Colonel John Armbruster in his place.
