Clay Quartermain, Senator Hawk and the US President Jimmy Carter check Hulk’s vast destruction of Central City, California.

At the same time, three mysterious characters (They Who Wield Power) are watching the Hulk. They have a chess-like board with pieces in the shape of super heroes including Thor, Hercules, Nova and Spider-Man. They consider using Hulk for their plans.

Hulk arrives at Mount Rushmore and lays down to rest, convinced nobody would disturb him.

Meanwhile, the Goldbug picks up his spaceship and prepares to unleash his own plans to use the Hulk. Doc Samson quits his job at Gamma Base, taking Thunderbolt Ross with him as his patient. And Betty Ross and Glenn Talbot finish their divorce process.

Also in this story: Kropotkin.
