In the wake of the (apparent) assassination of Mayor Wilson
Fisk, Steve Rogers and the Daughters of Liberty redouble efforts to unmask
the new Source of the Underworld. Sharon Carter, Misty Knight and Toni Ho
review the cases of rookie police murdered by Scourge of the Underworld and
Misty suggests going back to the beginning: the killing of Detective Angel Larimore….
Steve and Misty visit Detective Larimore’s brother Tony, also
a police officer. He greets them with a shotgun then realizes who he is facing
and apologizes, being a big fan of Captain America. Talking about the tape,
Tony and his wife Alyssa explain to Steve and Misty that the rookie cops killed
were all crooks brought onto the force by Fisk; Angel Larimore wanted to expose
them and he was murdered. Thus, Scourge isn’t a cop killer but an avenger. A stun
grenade crashes through the window followed by the Watchdogs who kill Tony but
Steve is able to move by instinct, clobbering the baddies and drawing them out
to the backyard. Steve is surrounded by the Watchdogs but then Scourge appears
and guns them all down. Steve and Misty attend to the bereaved Alyssa.
Later, the heroes meet and Toni Ho reveals what she has
found: all the dead cops were in an anti-terrorism squad that worked more like
a hit squad. The only two non-rookies were Angel Larimore and one Antony Diaz,
Special Services veteran and sniper. On the theory that Diaz is Scourge, they
plan to visit his home in Upstate New York. But then the news of violence in
the city comes in and they realize that John Walker was right: Scourge is not a
person but an idea—and the idea that the lynch mob rules. The people have
become Scourge….
