One World Under Doom (2025 series) #09

Valeria Richards is the only person who was ever special to Doctor Doom so her death in combat was a massive tragedy. [Doom is relating this story to her as a fairy tale in the cloudy afterlife.] Unable to raise her from the dead, he petitions the Vishanti to do so. But the Vishanti are concerned only with duty and its consequences so they deny his request. Doom then goes to the most powerful being he knows: the Living Tribunal. He permits the Tribunal to see into his very soul, to determine his deepest motives for wanting Valeria to be revived. The Tribunal looks inside him and below the rage, the guilt, the regret, the ambition, he finds love, which is meritorious in the Tribunal’s eyes. So Doom explains to Valeria that she will live but he declines to answer her questions about the cost exacted by the Living Tribunal…

…then Valeria is restored to life on the battlefield, to the surprise and joy of her family. And all over the world, the fall of Doom’s empire has its repercussions, nations hastily restoring borders and revoking citizenships granted in Doom’s era. And again, people’s opinions are sharply divided around the world….

Doctor Doom appears to Reed Richards in his lab. Reed points out all of the bad effects spilling over from Doom’s rule. Reed admits that Doom was ideally suited to be a benevolent ruler yet he chose to make fascism attractive and to fight to stay in power when threatened. Doom’s take on it was that his plan of liberation failed only because the superheroes opposed him thus his return to power has been postponed. Doom then reveals he is dying and asks a favor of Reed…who immediately refuses as he does not trust Doom. Doom fades out, leaving his mask behind. Reed catches it and sees that the inside is inscribed with Doom’s last will and testament, naming Reed the executor. Reed responds with a curse word….

Epilogue: the Scarlet Witch steps out of a magic mirror then brings the Eye of Agamotto and the Cloak of Levitation, icons of the Sorcerer Supreme, back to reality as she plans to start some trouble….
