Hulk, captured after re-merging with Bruce Banner (last issue, Incredible Hulk #131), is now a prisoner of the military. A strong tranquilizer was used to keep the Hulk sedated, but he had faked unconsciousness! Hulk breaks loose from his restraints, but a new tranquilizer round renders him unconscious again.
Jim Wilson returns to his old neighborhood and Thunderbolt Ross sends Glenn Talbot to keep tabs on him. Wilson tries to ditch Talbot as he comes across a strange airship helping escape. Wilson accepts, and the ship flies off with him inside. After reaching its destination, Wilson finds out his rescuer is HYDRA!
The Supreme HYDRA tricks Jim about the Hulk tortured by the military. Jim’s guilt prompts him to try freeing the Hulk and the Supreme HYDRA offers will help him do so.
Wilson returns to the base and asks to see his friend, the Hulk. Ross grants him his request, even tells him how to avoid the holding cell alarm system should he accidentally trip it. Once alone with the Hulk in the cell, Jim sabotages the roof, allowing HYDRA to send a cloaked rocket sized craft in to lower a magnetic grapple which removes the Hulk from the cell.
Once in their custody, the Supreme HYDRA reveals his true intentions, to turn the Hulk into his brainwashed slave to help them conquer the world.
Realizing deception, Jim tries to awaken the Hulk, but guards attack him. The Hulk awakens and fights the HYDRA guards. A blaster fire bouncing off the Hulk’s hide hits Jim accidentally. Hulk goes madly insane, damaging the rocket ship’s cloak, allowing the military to see them on radar above the base. Ross orders jet copters to investigate.
Hulk breaks an opening in the airship and leaps away, taking Jim with him. HYDRA escapes. The military boards the ship, discovering it belongs to the HYDRA. Meanwhile, the Hulk escapes and swears to smash the entire world if Jim dies because of his injuries.
