Hulk, separated from Bruce Banner (last issue), is seeking the scientist, wanting to smash him for good. At a military base in the suburbs, Thunderbolt Ross confronts Banner with the decision to destroy the Hulk regardless of Banner’s theory that doing so would kill both the Hulk and Banner.
Back in the city, a young Afro-American boy robs a woman’s purse. But repented of his actions, he leaves it behind for the woman to find. Returning to the burned out tenement of his parents, who died, he finds the Hulk in it!
The boy introduces himself as Jim Wilson, and the two realize they have much in common. Hulk, knowing he can’t find Banner on his own (was not he linked to Banner?), commands Jim to find Banner and bring him so he could smash him.
Wilson sneaks onto the military base, but after overhearing Banner, he likes the guy and decides not to lead him to the Hulk. Guards catch Wilson and bring him before Banner and Ross, where he reveals what the Hulk asked him to do. While discussing their next move, Iron Man arrives to help them capture or destroy the Hulk.
Jim returns to his tenement and tells the Hulk that Banner was waiting for him outside. Hulk senses is a trap as Iron Man springs it. Iron Man turns a gamma device on the Hulk to weaken him but the Hulk grabs Jim, mad at his betrayal!
Iron Man attacks the Hulk as Jim escapes. The Hulk’s strength overcomes Iron Man, who uses his repulsor rays to collapse a close by building onto the Hulk. But the monster emerges unscathed from the rubble. Perfect opportunity to fire the gamma device, weakening the Hulk somewhat. Banner rushes alongside the Hulk, who grabs him. The gamma blast engulfs them both, and they re-merge.
Hulk lies unconscious. So Ross, Iron Man and Wilson fear Hulk has trapped Banner inside forever.
