Senator Mansfield brings Captain America (Sam Wilson) up to date on the Mohannda affair viz the US government fears that military intervention would cause an international incident and the American public is divided on the issue. But Sam Cap is determined to find who killed the Prime Minister and wounded Falcon in the name of justice. The Senator suggests Sam take a partner to keep this mission from becoming too personal so…

…Cap is sent to Oslo, Norway where this agent is destroying Hydra cells. Cap arrives and sees that the man in the blue and yellow armor is Nomad a/k/a Ian Rogers whom he thought dead. As they take off in a transport plane, Cap learns that Nomad works for the Office of Federal Utilities which was supposedly shut down and that Bucky Barnes knew he was alive though Steve Rogers does not. The plane arrives in Mohanndan airspace and they come under fire. Nomad ignores Cap’s plans and dives (literally) into the action. They take down several soldiers and destroy an armed bunker. Cap rebukes Nomad for his killing of enemy soldiers. Cap discovers the refuges they were sent to protect; a soldier called Bathabile introduces herself and they try to plan where to take the civilians to safety when a fleet of tanks arrives. Nomad readies himself for combat but Cap tells him the refugees are the priority….

Review: And the Ian Rogers version of Nomad returns even though no one has missed him in seven years; the comic ignores his participation in HAIL HYDRA, using his apparent death in ALL-NEW CAPTAIN AMERICA #6 as his final appearance. And yet again, Captain America is paired with a more violent partner, which has happened with surprising regularity over the years, likely starting with the Winter Soldier. And as usual he is dropped into a situation that requires him to a) follow orders and b) protect someone instead of killing. We’ll have to see if there is anything more to Ian than the usual one-dimensional murder machine. With the introduction of Bathabile and the little girl, we are beginning to put a human face on the war which makes for some good drama. The more interesting bit is what’s happening to the Falcon, which takes the cover of the next issue—and threatens to have body horror supplant political intrigue. See you then.

Comments: Ian Rogers was introduced in CAPTAIN AMERICA (2012 series) as the son of Armin Zola in Dimension Z, kidnapped by Captain America (Steve Rogers) and raised as his son. Escaping back to the regular world, Ian became Nomad, sidekick to Sam Wilson Cap in ALL-NEW CAPTAIN AMERICA; he was apparently killed in an explosion in issue #6 of that series but his final appearance until now was in the miniseries HAIL HYDRA (part of the SECRET WARS 3 event) in 2015.
