Bruce Banner is on a boat back to America. Catching fresh air on the deck, he’s ordered by a sailor to return to his cabin right away. While Banner tries to calm the nervous sailor down, a group of men dump radioactive waste bins into the ocean. When Banner realizes of this, his fate gets sealed by suffering an “accident” at sea. But, the evildoers ignore that frail man can turn into the strongest one there is. Minutes later, the remains of the Blackwatch ship sunk (with how many other radioactive bins in it, oh dear...) and the Hulk, who hates water, has no option but to swim looking for a coast.
Meanwhile, at the Hulkbuster Base in New Mexico, Dr Leonard Samson is making good progress on his cure for the mindless Glenn Talbot. He intends using gamma radiation, but needs the help of Banner’d since he’s the foremost scientist in that area. Unfortunately, most believe Banner is dead (when the Bitterfrost installation got destroyed in Hulk #188). Suddenly, the Gammatron sensors alert of an overload. Betty Ross, Thunderbolt Ross and Clay Quartermain escape to safety, but Samson stays at the controls and gets bombarded with gamma rays when the device bursts. As a result, he turns into a tall, muscular man with long green hair. Doc Samson lives again (1st time was in Hulk #141)!
Hulk reaches Manhattan. News of the monster’s whereabouts gets to Doc Samson, who asks the monster for Banner’s help, yet using his fists. Reacting to the poor strategy, Hulk fights back. Though Samson had the upper hand, Ol’Greenskin ends up defeating the psychiatrist. As Hulk leaps away from the “city of puny humans”, Doc Samson energetically plans for his revenge.
