The other Steve Rogers rises from the river he plunged into last issue....

By means of Raz Malhotra's time capsule, the heroes are able to send a message ahead to transmit a message back in time to reach its intended recipients. And so the heroes marooned on the Alpha Flight Station by the Planetary Defense Shield and those trapped in New York City by the Darkforce Dome can hear Captain America (Sam Wilson, the good one) tell them they are not forgotten and that with the fragments of the Cosmic Cube they can still make a difference....

Sam Cap takes the Cube fragment and flies high into the sky, planning to use the device to obliterate both the Shield and the Dome. On the space station, Star-Lord, Rocket Raccoon, and Groot have an idea to drop a Nullifier bomb on the Shield, while in New York, Dr Strange has found a spell to shut off the Dome....

But then Sam Cap is shot down by Hydra jets, Strange's spell fails, and the bomb does not damage the Shield....

But Quasar (Avril Kincaid) has recovered from her injuries and cracks open the Shield with her powers, Cap rises from the ocean, and the Underground breaks into the prison where Bob Hoffstetter a/k/a Blackout is being held. Maria Hill confronts the brainwashed villain who does not know he is creating the Darkforce Dome with his mind—and she executes him with a bullet to the head. The Shield gone, Captain Marvel flies to Earth to remove the eggs the Chitauri are seeking, shutting down their attack on Earth.....

The three teams of heroes assemble and are met by the Sub-Mariner who introduces Bucky Barnes to them...and he has a plan....

Epilogue: The other Steve Rogers comes upon a glowing woman in the woods and recognizes her a “Sharon” but she fades away from him...leaving him with the little girl/Cosmic Cube known as Kobik....

The team invade the New Attilan prison camp to free Moon Girl and find her with Leer. We learn he can boost Inhumans' powers. Then the Underground arrive to free New Attilan in CA#25.

Captain America #25
Hydra conquers Wakanda and New Tian gaining 1 Cosmic Cube fragment and the promise of another to be surrenedered in SE#8. The Underground free the Inhumans in the New Attilan prison camp and gain the remaining Cube fragment, and they have a plan leading to SE#8. Bucky Barnes is alive and well with Sub-Mariner, who rescued him from the drone that exploded over the ocean in CA:SR#16, and *they* have a plan.

Deadpool #35
Maria Hill tries to assassinate Steve Rogers but he's actually Deadpool in disguise to lure her to him. They fight while he tries to convince her he's switched sides, and then he tells her where to find Blackout (leading to the destruction of the Darkforce Dome in SE#8).

Mighty Captain Marvel #8
This expands on the relevant parts of SE#7 where CM refuses to abandon Earth and SE#8 where the Guardians' Nullifier Bomb fails to crack the Planetary Shield but Quasar revives and does it herself. But we also see that the effort kills her.

Comments: Daredevil and Nova are shown on the cover but do not appear inside the issue. Bob a/k/a Blackout was introduced in CAPTAIN AMERICA: STEVE ROGERS #13. Review: A real stand-up-and-cheer issue: it looks like the good guys might win after all. Plus, there's a lot of comedy stuck in the cracks, especially Dr. Strange's account of how he got the magic spell from a pair of aliens with an eye on the current real estate market. The big question still remains for the final issues: will the character of Captain America be ruined forever? See, the Cosmic Cube can make everyone in the Marvel Universe forget that the beloved and heroic Captain America turned bad—but will the reader s ever forget? This would take more than a Speedball's amount of penance to overcome. Stay tuned to the Marvel Heroes Library to see what happens....
