The Hulk comes ashore on the island of San Pablo where he is attacked by the forces of the country's dictator, the "General". His battle against the army is watched on scanner by the Sub-Mariner, who wishes he could enlist the Hulk as his ally. The United Nations is busy constructing a nuclear weather control station on a Caribbean island, little knowing that it endangers the entire Earth. Namor sees the Silver Surfer on his scanner and decides he would be the perfect partner in his plan to stop the apparatus. Namor approaches the Surfer and, after the usual fight, persuades the Surfer to join his cause. The two go to San Pablo the recruit the Hulk but a mistrustful Jade Jaws starts throwing punches. When the General's army attacks, the three heroes team up to do battle. The army is defeated, the General overthrown, and the strange trio sets out to stop the UN experiment.
