The phony Captain America arrives at the Marine station at Guantanamo Bay, during the storm, bearing the securely bound Falcon and Leila Taylor. He gives an authorization code for Naval Intelligence but is not admitted. He snatches a gun and opens fire, wounding but not killing the Marines and then he hijacks a plane to the US….
Meanwhile, the real Captain America, stranded in Florida by the hurricane, calls Robbie Robertson at the Daily Bugle to conveniently summarize the plot. Wanda Maximoff, the Scarlet Witch, arrives in disguise to take Cap to Cuba in a specially charted jet courtesy of Henry Peter Gyrich—though the Avengers cannot be associated with the mission, for political reasons. As Wanda tries to use her hex power to keep them safe in the storm, their plane collides with the one stolen by the fake Cap as it heads for Florida. Fake Cap (later dubbed the Anti-Cap) abandons his plan to question Sam and Leila to uncover who in the US government was working with the Rivas cartel and gets ready to bail out. Leila thumps him on the head and releases Falcon who ends up battling the baddie. Leila opens the hatch blowing them all out into the sky. She grabs hold of Falcon and they glide through the storm….
Scarlet Witch brings Cap to safety at Guantanamo and he sends her to see to the crew on their plane. Cap links up with SHIELD Agent Alisande "Ali" Morales, who was undercover as the woman captive in issue #1. Her goodbye kiss to the Anti-Cap was designed to collect a DNA sample for identification but the storm has knocked out the computers. What she can guess is that he is ONI (Office of Naval Intelligence) and has super-powers on a level with Cap’s or better—the chief difference is that he lacks a conscience (hence "Anti-Cap"). Ali also thinks that the item Leila was trying to smuggle into the US was a bio-weapon and that Anti-Cap is also after it….
At sea, Falcon is flying blind through the storm and his wings finally give out from the added weight and he and Leila plunge toward the Caribbean….
