Having been rescued from the villains’ clutches by Captain America (in INCREDIBLE HULK #232), the Falcon takes leave of his former partner with thanks. As SHIELD agents clean up the Corporation base, Cap comes upon an Agent abusing and threatening the traitorous Super-Agent known as the Vamp, whose mind was burned out in the climactic battle. Cap rebukes the Agent and destroys his weapon then has to stand up to a team of his hostile compatriots; Cap gently takes the Vamp with him back to New York. Back at SHIELD HQ, Cap is berated by Lt Stanford of Internal Security over the incident and told he is a security hazard. Disgusted with this treatment, Cap heads back to his apartment (trashed by a Volkswagen back in issue #222) and decides he needs some changes in his life…..
The next day he stops by the office of Sam (Falcon) Wilson where he finds Peggy Carter, who has been trying to get in touch with him. Peggy tells him of the National Force, a fanatical right-wing organization preaching a racist message. Peggy reveals that her sister Sharon was in the audience working with the police. A hostile crowd stood up to the bigots—then suddenly everyone in the crowd was overcome by madness and hate, including Sharon, and a riot broke out. Now she wants Cap to investigate the National Force; he agrees but wants Peggy to stay safely out of the way. He heads off to Sharon’s rescue but as Peggy gets into her car, two National Force goons step from an alley open fire with laser weapons—and Peggy’s car explodes….
