Synopsis

Nick Fury Jr. is shown surveillance film of Hydra agents robbing a bank and a confrontation with police. Suddenly, Captain America appears, takes down the baddies with his shield and vanishes into the night. The footage was supplied by Mayor Wilson Fisk and FBI rep Templehoff reminds Fury that Cap is a fugitive from justice and so Fury is reluctantly determined to catch him….

After the fight with Hydra, Cap appears at Sharon Carter’s apartment. She is worried that he doesn’t understand the gravity of the situation insisting that the country doesn’t need Captain America right now but Steve Rogers….

Nick Fury is suspicious that Wilson Fisk had film of Cap’s battle with Hydra but not of his escape route. Fury sends his agents out of the room and calls Winter Soldier on the phone, trying to persuade Bucky to tell him where Steve Rogers is. Bucky responds and Fury writes it down…

…and we see that Bucky is with the mysterious Dryad who is presiding over the interrogation of Baron Strucker with the help of SHIELD psi-agents. Bucky suggests telling Steve what’s going on but Dryad declines….

In need of allies, Cap meets with the Daughters of Liberty (Misty Knight, Spider-Woman (Jessica Drew), Invisible Woman, Mockingbird, Echo, Toni Ho). They tell him that their group has been fighting for the American dream since the dream was conceived. And Sharon notes that even if Captain America is tarnished, the dream is eternal. Steve goes to a gallery where he keeps all of his varied costumes; as he dons the uniform he wore when Bucky Barnes was Captain America, Sharon notes that Captain America is dead but Steve Rogers lives….

Epilogue: Sharon stops by the site where Dryad is interrogating Strucker and we learn that Dryad is Peggy Carter, a young Peggy Carter….

Captain America (2018 series) #12 Review by (August 12, 2019)

Review: A talky issue that poses the question “Do we really need Captain America? and the answer is no. Still the matter is lightened with a couple of pages of banter from the Daughters of Liberty, who I would still like to see more of. And then there’s the Power Elite, who is still a vague whisper in my mind: are we ever going to see this gang close up (I’m not counting Baron Strucker who is a loser and Kingpin who doesn’t act in any way different than he always has). The remarkable bit is that last page reveal that Dryad is Peggy Carter, who died at the age of 91 in CAPTAIN AMERICA (2011 series) #1, ironically the same month the first CAP movie debuted with Peggy as a main character. Just another writer bringing back a character he liked who was killed by a previous writer? We’ll see.

Comments: Steve Rogers wears the Captain America outfit for the first time since issue #5. One of the costumes in Cap’s gallery is the suit from the terrible 1979 made-for-TV Cap movie. Cap also seems to have multiple shields which seems to contradict what we’ve been led to believe.
