The Idaho Sheriff’s Department stages a raid on a Watchdog base near Boise; first they encounter armored men with a beam weapon then the 1950s Captain America who destroys their cars killing several of the men. Bad Cap orders his men to the compound and the start of their plan to take their country back.
In New York, James Barnes, the new Captain America, receives and upgrade to his bionic arm. Nick Fury fills him in on the events in Idaho and asks him to handle the matter….
Bad Cap—the former William Burnside of Boise, had returned home to regain his bearings and saw a failing economy and an uncaring government—and his insanity clawed its way to the surface. After he stopped a bank robbery in costume, he was named leader of the militant Watchdogs and conceived his plan….
The real Cap enlists the Falcon in his plan to infiltrate the Watchdogs: soon afterward an African-American IRS agent visits a bar about an audit and a disgruntled trucker slugs him and throws him out. (The two are Bucky and Sam in disguise, of course). Two witnesses to the incident talk to Bucky about joining a certain group….
Later, they report to Bad Cap at the Watchdog compound with news of some new recruits. When Bad Cap sees Bucky’s picture, he recognizes him….

Arana jumps onto the scene and does battle with the monster. Arana and an irritated Nomad pursue the fleeing beast-man to the sewers. Meanwhile,
Rachel Baxter phones
Professor Power to report seeing Nomad…. Power in turn reports to
Number One of the Secret Empire who leaves him with orders to kill the two girl heroes, though Nomad is the priority. In the sewer the girls are attacked by Mad Dog and Nomad subdues him with her hard-light shield and questions him about the Secret Empire. Suddenly Mad Dog is blasted by a beam from a robot guard drone and out heroes find they are in trouble….
