Tony Stark is recording a Public Service Announcement about the Superhero Registration Act, watched by bodyguard Happy Hogan and secretary Mrs Rennie. But he's simultaneously remote-controlling an Iron Man armour to help Doc Samson, She-Hulk and Spider-Man take down a Dreadnought.
Secretary of Defence Jack Kooning wants Stark to be Director of SHIELD, but Tony refuses. Kooning presses him, reminding him how he covered up the affair in #7-12 where the Iron Man armour was taken over and used to kill people.
In Stockholm Karim Mahwash Najeeb, terrorist turned peace advocate and 1 of the targets of that plot, takes a call from a man in Bangkok who says he's found the 2nd of 10. He's also trying to find someone who is being held by people who are not afraid to kill. They decide to hire Spymaster.
Tony goes to see Sal Kennedy and his guest Maya Hansen to talk over what's happening. Sal detects that Stark isn't half as sure the Registration Act is right as he makes out. But he needs to be very sure to do what's necessary to see it through.
Dejected Tony is flicking through TV channels (including a report on the upcoming trial of Speedball) when Sal contacts Mrs Rennie to say he's concerned. Mrs R sends Happy to cheer Stark up. Tony gives him the justification for his actions - the Registration Act was inevitable, so it's better that he takes control than some government bureaucrat.
Happy is due for a night at the opera with wife Pepper for their wedding anniversary. But the chauffeur who drives him to Stark's private plane is actually Spymaster. The villain attacks him, then uses him as bait to lure Tony there. But Happy recovers and beats Spymaster up, until the baddie kicks him off a gantry. But Happy takes Spymaster down with him, and they both crash to the concrete floor.
And Pepper's waiting at the opera.
