The Consortium of Nations, a secret cabal of world leaders, surveys the destruction coming upon the world because of Thor and must decide what to do about stopping Thor….

An eternity away, the Council Elite, made up of various gods, also looks on Earth with concern that Thor has interfered in the affairs of humanity. Zeus advises them to take a wait-and-see attitude while Shiva especially thinks they should battle Thor before it’s too late….

In Paris, Thorists and Protestants have burned down each other’s church buildings, each accusing the other of having started the violence. At a dicey moment of confrontation, Thor descends from the sky, accompanied by the Lady Sif. He confiscates a gun and orders his followers not to kneel. As both sides demand Thor punish the others, he puts out the fires with a wave of Mjolnir. And while he generally thinks the effects of the outbreak of violence around the world should be left for humanity to repair, he departs from his usual practice and miraculously restores the burned churches to their original states, only because the violence was committed in his name. But a woman steps out of the crowd bearing the body of her young daughter Annette who died in the fire, pleading with Thor to restore her to life. Against Sif’s warning, Thor believes that he must at least try to restore life via the Odinpower. He draws on all of the Odinpower, as the watching crowd awaits and in the Council Elite, the gods debate Thor’s decision. Thor makes one final effort, drawing on all of his power and the child awakens—but the mother detects something wrong. The child has no soul, like a zombie. Thor is at a loss for words as the crowd turns against him. Sif does the only thing they can do—leave, as she teleports them to a distant mountaintop. Thor demands to be taken back but Sif knows he has opened a door best kept closed and anything he does now will only make people hate him. The mother was suffering and Thor made it worse, restoring her daughter to life with no soul. Sif pleads with Thor to return everything the way it was and return to Asgard, leaving the mortals to rule themselves. Thor rationalizes that the people will understand he made a mistake and so intends to do more good to atone for that mistake. Sif knows otherwise….

The members of the Consortium of Nations vote to move against Thor. And the Council Elite watch them from their meeting place on high….
