Bucky does not wear the Captain America costume in this issue. Again, Taiwan is not Red China: Winter Soldier is not a criminal there.

Captain America #47 Synopsis by Peter Silvestro
In Taipei, The Man with No Face informs his master Professor Zhang Chin that the Winter Soldier has been seen in the city; he is blazing a path of violence and destruction, hoping to be caught and taken to his quarry. The Black Widow contacts him and tells him she knows that he is a war criminal in China and that Chin has a personal interest in his execution. Their conversation is cut short by a pair of flying guards who overpower and chain Bucky—while Namor watches from the shadows. An angry Widow takes her own violent path, realizing that Bucky wants to be punished for his deeds as the Winter Soldier. She finds Namor’s flying sub and boards it to discover that Bucky has left a GPS for her—and that he is not wearing the Captain America costume. Bucky awakens in Zhang Chin’s lab, chained to a chair with a jamming field clamped to his mechanical arm. [Elsewhere, we see Namor breaking into the building.] Zhang Chin discovers that Bucky is awake, shocking him with a cattle prod just for kicks, pleased that he will be able to exact revenge denied all these years. Bucky tries to psyche him, saying he is no different from the Japanese invaders he was rescued from years ago. Chin demurs: they were about greed; he is working for the good of his people. He unveils two tanks, each containing a guard who failed to stop the Winter Soldier last night; the flick of a switch releases a virus based on the Human Torch’s DNA—and they burst into agonizing flame. Chin explains Bucky’s need to make a full confession of his deeds and unveils a water-filled tank containing a sedated Namor. He then releases the flame virus into the water….
