Bruce Banner reveals his manifesto to the media: he explains
that he is now in control of the Shadow Base, with their billion-dollar budget
from the military, designed to create weapons. He uses the term “disaster capitalism”
to describe the rich and powerful profiting from catastrophes. The human world
is destroying itself to benefit a few and that’s the world that he wants to
end. So Hulk will go on a rampage against a particular entity who thinks they
are getting away with their crimes….
At a Massachusetts diner, Bruce meets with Amadeus Cho (in his Brawn form) who
saw the manifesto and wants to know what Bruce is doing. Bruce is optimistic
about his program but Amadeus is leery: which Hulk is in control? Green Scar and Professor Hulk are dormant.
Bruce thinks the human world can’t be saved and that the heroes are helpless to
change things. He can’t save the world but he can smash the things that need to
be smashed. But the Hulk is a blunt instrument that needs to be targeted. And
the problem is a lack of consequences for the powerful. But what if someone
could make the big corporations pay? Amadeus tells Bruce he doesn’t want any
part of this and walks out. The diner’s counterman is revealed to be the
Sub-Mariner who is working with him….
