Rikki Barnes follows her instincts and breaks into the restricted area of the heli-carrier and finds the answer the a large number of problems.

In Washington, D.C. Nick Fury prepares to give the order to attack the city. Captain America boldly enters the room to confront Fury. He's amazed that he could actually become the leader of a racist group. In a desperate attempt to avoid the assault, Cap challenges him to a unarmed combat. Fury accepts.

During their battle, Fury tells Cap that he's already given the order to attack the city. Giving up on dipolmacy, Cap frees Falcon and the two super soldiers fight against the Sons of the Serpent. When the tide of battle swings away from the Serpents, Fury grabs a large energy weapon and prepares to shoot Cap from behind. Fury is instead shot and revealed to be an LMD. The sharpshooter that took out the fake Fury was the real Nick Fury. He and Rikki explain to their allies that the real Fury has been held prisoner all along. Fury gives the remaining Serpents the option to surrender. They wisely take it.

After the battle is over, Fury explains that he's not responsible for reactivating "Captain America". The last action he performed was signing the order to allow a reprogrammed Steve Rogers to reenter society. At that point he was drugged and placed into the unmarked cell. Whoever is responsible for replacing him with the LMD and reactivating Captain America did so for a reason. At the present time, all they can do is guess.

Just then another S.H.I.E.L.D. agent transfers a call to Fury. After a few seconds, he tells Cap that they're going to New York. Galactus has arrived.

Captain America (1996 series) #11 Review by (July 13, 2010)
Comments: Having a main character “finding the spirit of America” is a long-standing theme. I wasn't too thrilled with this idea at first. However it was necessary to get Cap into a place where he could battle a white supremacist group and point racial issues that – sadly – still exist in America. For a 4-part story that had to be self-contained, this was pretty good. Robinson proved himself a skilled writer in my mind during this arc. After this I purchased his run on DC's “Starman”.
