Steve Rogers is tracking Peggy Carter but he knows she is dead; he is met by Agatha Harkness who offers to take him on a journey through time to show him all he needs to know. They step through a portal and Steve witnesses the birth of the Daughters of Light, a group of women who rose during the Enlightenment to take advantage of the new era but were persecuted in the French Revolution. Some escaped to America where they formed a secret society to ensure that men did not abuse this new knowledge and turn it to wrong ends. This was the birth of the Daughters of Liberty, led by Dryad, a position passed down through the years. Steve is then shown a young Peggy Carter, whose love for a black man was not acceptable so they had to part; Steve watches as Peggy is recruited for the Daughters of Liberty by Alexa Volkoff, who served as Peggy’s handler when Peggy was assigned to keep an eye on Captain America, then the country’s newest and most powerful weapon. Agatha then sends Steve to meet Peggy herself, returned to life by Alexa Lukin when she is needed. Peggy now explains that Alexa rejected the Daughters to become a Soviet operative and as Sharon Carter killed Lukin’s husband Aleksander she wanted revenge. When Sharon was her captive in Alberia (issues #4-5), she stole a piece of Sharon’s soul. Sharon enters with Falcon and Winter Soldier who thought Cap didn’t need to hear all this while he was in prison and on the run, and have reassembled the team to recover Sharon’s soul; everything thus far, Ross, the Watchdogs, Scourge, has been part of one big scheme. Sharon gives Steve the shield, telling him it is time for Captain America to return. Because if Aleksander Lukin is back, the Red Skull can’t be far behind….

Captain America (2018 series) #19 Review by (February 19, 2020)

Review: Interesting: the one thing they don’t show in the issue is the cover image: Dryad does not unmask to Cap but Steve walks into a room and sees Peggy sitting in a chair. But in addition to that revelation we also get what we’ve been waiting for since issue #8: who are the Daughters of Liberty? Well, they are a secret society of women keeping an eye on wayward men of power and with that the most obvious blank in the story is filled in and it looks like this shaggy dog of a tale may be building up to a conclusion that ties it all together (teased for issue #25) and maybe this whole series will be great in retrospect. Maybe.

Comments: Seen in flashbacks: The Invaders: Cap, Bucky, Sub-Mariner, Human Torch, and Toro. Bob Quinn and Lucas Werneck are credited with art but their contribution isn’t defined.
