As the country tries to recover from the final confrontation over the Super-Human Registration Act, Ben Urich and Sally Floyd visit Captain America, imprisoned on the Raft. Cap carefully explains how he saw it as his duty to oppose the Act as a violation of America’s civil liberties. Sally interrupts him with a series of questions about current pop culture which he can’t answer. Sally makes her point that Cap is defending an ideal of his country while knowing very little about its reality, acting as a self-appointed defender, unaccountable to the people. As the reporters leave, Sally expresses her frustration to Ben who suggests he do the talking when they interview Tony Stark….
Sally and Ben form a private news company called Front Line as the country tries to return to normal. Soon after they meet with Tony Stark for an interview; the reporters start with a summary of the Super-Human Registration Act, how the Act was pushed through Congress, dissidents were locked up in an inter-dimensional prison, and villains were recruited to enforce the law. Ben then pulls out his big surprise: that Tony Stark was the traitor in his own organization. Tony made a killing in the stock market—to set up a fund providing pensions for police, firefighters, and registered heroes. And it is also clear that Norman Osborn was under Tony’s control when shooting at the Atlantean ambassador, knowing that it would not lead to war but would bring undecided people to support the Act. Tony orders them out; Ben says that they will never publish the story as it would only jeopardize the fragile peace of the Act. After they are gone, Tony reacts with sorrow and rage. And on that note, this miniseries ends.
