Red Hulk, in the White House, announces he is in charge of the country—but then (Green) Hulk bursts in through the wall to challenge him. The two start bashing each other in the rain but Green proves stronger, taunting Red about how he never knew what Hulk was capable of. Red She-Hulk pleads with Green not to kill her father, leading (Green) She-Hulk to punch her lights out. Green kicks Red into the distance while telling Jen, A-Bomb, and Lyra to make sure Betty and everyone in the White House is okay; then he follows Red....

At the Treasury Department, Wizard, Trapster, Red Ghost, and Klaw are looting the place of newly minted money when Red Hulk comes crashing down among them. The baddies make their getaway as the two Hulks again square off. Rulk, literally burning with rage, decides to kill his enemy once and for all and pounds Hulk into the ground. As he boasts that he is the strongest there is, Hulk rises from the crater saying “That's all you got?” Hulk then claps his hands, blowing Rulk away, crashing into the Lincoln Memorial. Hulk then points out to him that he can no longer be General Ross as Ross is supposed to be dead and should he reappear he could be accused of treason—and that after all these years of trying to get rid of the Hulk, all he has left is...being a Hulk....

Later, Steve Rogers and Hulk arrive at the prison holding Red Hulk. As they pass through the stringent security systems, Hulk explains that Rulk should be reserved for dangerous missions—and Bruce is doing this for Betty. As they arrive in front of Rulk's cell, the big red guy says, “I knew you'd get around to asking for my help....”

“Hulk Science”

Synopsis: In chemistry class, the three Mini-Hulks start quarreling over their experiment until an explosion shrinks Green Hulk, enlarges Blue Hulk, and turns Red Hulk pink.

Hulk (2008 series) #24 Review by (July 16, 2018)

Review: It's the conclusion to the WORLD WAR HULKS event! And it's what we've been waiting for for three years: Green Hulk versus Red Hulk. And only Ed McGuinness can give the art the ponderous solidity that makes it come alive. And as if that weren't enough, there's also a psychological battle with Red/Ross obsessing over saving the country, entailing making dirty deals with villains, while constantly being undermined and defeated by Bruce Banner using Betty against him. Conversely, Green/Bruce focuses on the strategy he must use to defeat Red/Ross, the advantage a scientific mind has over the military mind. And Green proves to be the strongest there is, with the coda hinting at why this title isn't ending with this issue: Red Hulk as secret agent!
