The army locates Hulk’s secret residence in Sunville and takes Betty Ross hostage, hoping to lure the gamma-powered giant into the open. When Bruce Banner doesn’t appear, Matt Talbot—nephew of Betty’s former husband and commander of the operation—resorts to a brutal tactic: he shoots Betty in the legs to provoke Hulk’s transformation.
The plan works. Hulk emerges in full fury, and the newly formed Hulkbusters are deployed to contain him. But the strain of the encounter triggers a rare shift—Hulk reverts into the Savage Banner, a primitive and weakened version of himself. In this vulnerable state, Talbot easily subdues him.
Meanwhile, behind the scenes, a darker plot unfolds. Omnibus—somehow influenced by the mind of the deceased Leader—begins manipulating key figures within the government. His goal: to set in motion a sinister plan for global domination.
