Hulk takes the Goldbug with him, following the old man. They arrive at the secret city of El Dorado, where most things are gold made. Note: the Goldbug wanted to find this place and succeeded in the most unexpected way!

The group called They Who Wield Power meets the Hulk. One member is an ancient man called Des, who the Hulk founds familiar. Des shows Green Skin a picture of Jarella, locked in a cell in Gamma Base. Hulk goes nuts and starts breaking things around. Finally, tension turns Hulk into Bruce Banner.

Later, Banner visits the chambers of the group and a metal arm that comes out of the Flame of Life grabs him. They want to use Hulk’s gamma power to feed the Flame so they can conquer the world with it.

Meanwhile, Betty Ross returns to Gamma Base, where she meets Clay Quartermain and Senator Hawk. And Fred Sloan is in San Francisco with Trish Starr, writing a book on the Hulk.

Also in this story, in flashbacks: Giant Man, Captain America, Hawkeye.
