Nick Fury and Valentina de la Fontaine are brought into the Oval Office. The President has called them in because he wants to know the true facts behind the legend of Captain America.

They explain to the Commander-In-Chief how Captain America came to be. Initially labeled unfit for military service because of his frail physique, a scientist responded to his earnest desire to serve his country in some capacity. Subjecting him to a serum designed for strength augmentation, Rogers was transformed into a human in peak physical condition, unlike other test subjects. After further training he was code-named "Captain America" and used to combat the Nazi menace both home and abroad.

Fury then admits that following the disagreement with Truman over the use of the atomic bomb on Hiroshima, they felt that they were forced to take drastic action. Putting him in a form of suspended animation, they would bring him out for specific military purposes and alter his memories. Something would eventually cause this to unravel and he'd go back into cryo-freeze.

A few years ago they thawed him out, reprogrammed him, and game him a family. When they learned that the Red Skull had resurfaced, they enabled the "Captain America" portions of his memory.
At this point, the man of the hour arrives. The President acknowledges that Cap called the meeting, which prompted his request for the full uncensored history. Cap explains that he's remembered more about his life than in previous "lives" he's lived. He states that his life has been ruined for political reasons he doesn't fully understand.

Because of this he is resigning his commission in S.H.I.E.L.D. as his allegiance lies with the country, not the government. He tells Fury that either he will be allowed to have his own life or he will go public with the full story of Captain America, dirty secrets and all.

With the full support of the President behind Cap, Fury has little choice but to comply. Cap leaves the Oval Office and sets out to reconnect with the country.

Captain America (1996 series) #7 Review by (July 12, 2010)
James Robinson was a welcome relief to this series. This finally provides an explanation for Cap's absence and does so in a manner that doesn't insult your intelligence. The dialogue is crisp and all the characters come across as three-dimensional.
